The Regents voted five to two to approve the proposal, which was presented at their Thurs- day session hy University Vice President for Student Services Henry .John.son and MSA Presi- dent Calvin Luker. Some criticism of the "nega- tive check-off" scheme surfaced Thursday, when a student group spokesman claimed it was not truly a voluntary system, as had been recommended in a campus-wide referendum last month. UNIVERSITY officials main- tained that a negative check-off represented a compromise be- tween the old mandatory funding 603 east liberty Theatre Phone 6656290 NOW SHOWING TONIGHT AT 11:30 Jan-Michael Vincent ' HE WAY iSHE WAS BABY BLUE IN A FILM MARINE tNLiS1R". The officials reminded the Board that the student or- ganization performs many ad- ministrative functions which the University would have to take over if a stable funding scheme were not available. Regent Deane Baker was not convinced, however. "I was against a negative check-off on principle when it was proposed for PIRGIM," he said. "And I'm opposed to it on principle now." THE OTHER Regents, how- ever, considered the proposal reasonable. "Though there are some valid criticisms of the plan, I just can't think of any other alternative," said Regent Robert Nederlander. The Regents delayed their decision for a month, against the recommendations of the University administration, so that adequate criticism and in- vestigation of recombinant DNA research could be collect- ed and presented to them. "The Regents have had a good opportunity to review the problem," said University Vice President for Research Charles Overberger in presenting the proposal to the board. "I think we should be will. ing to go the last mile with these people," Brown said. "Then no one can say we haven't bent over backwards to hear both sides." Despite Brown's protest, the motion to delay approval was defeated by a four to three vote Before accepting the Univer. sity's proposal, the Regents amended it in several places "to ensure," as Regent Sarah Power (D-Ann Arbor) put it, "that the University community is consulted from time to time." The amendments provide for review of National Institute o Health (NIH) guidelines for the research as they appear, require the reporting of safety prced ures to the Regents "at t annually," and forbid the per formance of high-risk expe ments without specific approia by the Regents.
