WASHINGTON (M) - Presi-
dent Valery Giscard d'Estaing
of France defended yesterday
the concept of detente with
Communist countries, calling
it an approach which does not
imply a surrender of WesternE
values.
Addressing a joint session of
Congress, Giscard d'Estaing
suggested the United States
continue efforts to seek an
accommodation with the Soviet
Union despite renewed ten-.
sions between the two coun-
tries.
"DETENTE is an open andt
sincere approach," Giscard d'-
Estaing said on the second day
of his bicentennial visit. "It re-
quires peseverance; it means
we must keep our eyes open. It
must be based on reciprocity."
Giscard d'Estaing defined de-
tente as development of com-
mon interests and mutual trust
with Communist nations.
"It does not signify in the
slightest degree that we are
renouncing our system of val-
ues, or our desire to spread
our convictions and preserve
our way of life."
ALL BUT A few of the 535
senators and representatives
turned out to hear Giscard d'-
Estaing, the first French pres-
ident to address such a gather-
ing since an appearance by
Georges Pompidou in 1970.
The speech came at a time
of unusually good relations be-
tween France and the United
States, and Giscard d'Estaing
was accorded a 90-second stand-
ing ovation when he entered
the House Chamber. Another 45
seconds of applause followed
when he was formally introduc-
ed by House speaker Carl Al-
bert.
The Cabinet, led into the
chamber by Secretary of State
Henry Kissinger, attended as
did some 75 representatives of
t h e Washington diplomatic
corps.
HIS 30-MINUTE speech, in
English only slightly more ac-
cented than Kissinger's, was
interrupted seven times by ap-
plause.
Giscard d'Estaing broke lit-
tle new ground in his speech,
and most of his themes were
not controversial.
President Ford's policy of
detente with the Soviets has
come under strong challenge
from candidates of both major
parties in this election year. A
few weeks ago Ford removed
the word "detente" from the
official lexicon. The substance
of the policy, however, remains
unchanged.
The French president met
for 90 minutes with Ford at the
White House before the speech
to Congress, discussing nu-
clear safeguards and nonpro-
liferation of nuclear weapons.
