Of a possible new tuition hike, Rhodes would say only that "there are revenues and expenditures, and tuition is a revenue." Fincher admitted that there are some "hard decisions" to be made concerning program cuts and staff layoffs, which he calla ed "a possibility we have been considering for a very long time." Fincher also mentioned the possibility of increasing revenues from research projects to help make up the deficit. Kennedy said an emergency meeting of the Regents was not likely. "It's going to take us a while to figure out what recommenda- tions to make," he said. A final one per cent across- the-board funding cut for the state's 13 four-year colleges and universities was made late Thursday prior to legislative ap- proval of the $427.7 million high- er education package. Included was an additional one half of one per cent cut to be made at a later date pending progress of the state's tax revenues. The final appropriation was so stringent that one member of the legislative conference cons'nittee studying the bill, State Sen. Bill Huffman, re- sigred from the panel in pro test.
