"He has formed a campaign com- mittee and has filed with the (f e d e r a 1 election) officials," commented one of O'Hara's aides.. "He will not run unless un- foreseen circumstances arise," the aide said, declining to specu- late on what those "circum- stances" might be, all but as- suring an O'Hara candidacy. "The Congressman believes he can beat any Democrat, ia- cluding Kelley and Austin," the spokesman boldly announced. O'HARA indicated his cam- paign issues would be "the abysmal state of the economy and the abysmal energy situa- tion." He said that during the present Congressional recess he will be "touching base with party leaders." Thusfar, he says he has received an "ex- cellent response." He is ex- pected to officially announce the candidacy soon. The two favorites in what will undoubtedly be a heated race, Secretary of State Richard Aus- tin and Attorney General Frank Kelley, could not be reached for comment, but soon after Hart announced his decision to retire, Austin stud that it "would take much serious, deliberate thought" to enter the race.
