"telephone calls. "Incidentally we pick up ma- terial about Americans," Colby told the Select House Intelli- gence Committee. THE NSA monitors only for- eign communications, C o1 b y said, but said that includes "communications that go abroad from the United States or are abroad." "Does it involve U.S. citizens at one end?" asked Rep. Les Aspin (D-Wis.). "On some occasions that can- not be separated from the traf- fic that is being monitored," Colby replied. "It's technically impossible to separate it." THE DIRECTOR refused to comment in public session on What kinds of calls the NSA monitors or what kind of Ameri- can citizens would be involved in them. Aspin contended monitoring of any U.S. citizens' phone calls is illegal and said "it seems to be very clear there is still illegality going on. "Even if it were incidental picking up of conversations it Would still be illegal-and it's not incidental," Aspin said. COLBY ALSO told the com- mittee the CIA has counterfeit- ed foreign money in its opera- tions but has never printed and used American money. Colby read a statement de- tailing CIA budget preparation and financing for operations in- cluding front corporations. He said the only two CIA HAIRSTYLING [ TO PLEASE LONG OR SHORT DASCOLA BARBERS Ar*'iand-971-997 S E. Univesit-662-0354 E. Libert-668-9329 Maple Village-761-2733 COLBY SAID Air America and Radio Free Europe, which was formerly funded by the CIA, are among "a very few" CIA front companies with more than 10 employes. The financial company is re- quired, Colby said, to handle in- surance, pension annuities and other matters for spies whose links with the government must be secret. Rep. William Lehman (D- Fla.), a Miami Beach used car dealer, had asked Colby if any Cuban auto dealerships in the area are CIA fronts. Colby said yesterday he had checked and found none. CAVE INVITES KATE SMITH STANTON, Mo. (A) - Since 1939 when Kate Smith recorded "God Bless America," each cave tour at Meramac Caverns here is concluded by the play- ing of that song in front of an American flag on a multi-mil- lion-year-old Stage Curtain, created by Mother Nature. Les- ter B. Dill, cave owner, says it has been played some 200,000 times. "I've invited Miss Smith to come to the place where 'God Bless America' has been played more than anywhere in the na- tion and sing it live. It would be a new high as well as low in her career," says Dill. REP. DALE Milford (D-Tex.) urged congressional investigat- ing committees to avoid taking political advantage of the hear- ings and rather get to the "gut questions" of financing and con- trol of intelligence. "Now there is a real oppor- tunity for us to gain press ink by cutting your guts out for every mistake you have made in the past," Milford told Colby. "On the other hand," he said, "you can rip us apart by leak- ing information to the same press by making us look like idiots for not discovering your mistakes before this time." "I ThINK it is time that this no-win contest comes to a halt," Milford said. Chairman Otis Pike (D-N.Y.) announced that the committee has already been given the two documents it voted Tuesday to subpoena. The subpoena for the 1952 di- rective creating the NSA was voted after a Pentagon official refused to bring it with him, and for a 1970 Pentagon study on intelligence. The official had said he had not had time to get its release cleared.
