Although an 8.4 per cent jobless rate is still extremely high- compared with 5.3 per cent in July, 1974-most government economists have been predicting the rate would Stay close to 9 per cent during most of this year. "Perhaps this indicates an economic recovery is just a bit further advanced than we'd anticipated," said James Pate, assistant secretary of commerce for economic affairs. He said he had expected a jobless rate of near 9 per cent in July. But Julius Shiokin, commissioner of the Bureau of Labor Statistics, said that while he is encouraged by the drop in unemployment in July, he is not yet prepared to say recovery from the recession Is under way. State DETROIT-Editorial employes at the Detroit News over- whelmingly approved a new contract yesterday, averting a threatened strike at the largest evening circulating news- paper in the nation. Willard Hatch, chief negotiator for News- paper Guild Local 22, said the vote was 106-23. Union offi- cials recommended approval of the contract early yesterday after suggesting rejection of the pact just the day before.
