"The assurance I want is very simple," Thomas Gleason said of the ban on U.S. port loadings. "We want to be sure that the cost of living here is not going to jump." Representatives of 132,000 Canadian and American dock workers on both the west and east coasts voted unani- mously at their convention here Wednesday to refuse to load grain on ships bound for the Soviet Union. But the resolution also gave Glea- son the power to rescind the ban at his -own discretion. WINNIPEG, Canada - The Canadian Wheat Board yesterday announced the sale of an addi- tional one million tons of wheat to the U.S.S.R. The announcement of the sale of approximately 37.3 million bushels of wheat brings total Can- adian sales to the Russians for the next crop year to three million long tons. National CLEVELAND - The general who command- ed National Guard troops during the Kent State kilings says he did not know at the time whether his men were carrying loaded wea- pons. Brig. Gen. Robert Canterbury testified Wednesday in federal court in a $46 million civil damage trial. The suit was brought to court by the parents of four dead and nine wounded students shot by guardsmen during antiwar demonstrations five years ago. "I did not know whether their weapons were loaded or not," said Canterbury.
