HENRY ALSO rejected the resolution on grounds that State Attorney General Frank Kelley had earlier issued six objections to the door-to-door voter regis- tration amendment that came before the voters in the last city election. Henry suggested Kel- ley may also find fault with certain provisions in Wheeler's resolution. Wheeler's proposal provided that "any registered voter in Ann Arbor may be appointed as a volunteer deputy registrar aft- er successfully completing all necessary training and being sworn (in)-. . . This provision was at variance with April's Human Rights Party (HRP) written amendment stipulating that a maximum of 651 regis- trars be appointed. The resolution also included stringent guidelines regulating the political conduct of any registrar. Although the proposal states that "no person shall be refused an application or be de- nied the right to serve as a vol- unteer deputy registrar because of personal political involve- ment . . ." it does prohibit any registrar "from making state- ments for or against any po- litical party or candidate, or wearing or distributing buttons, labels, stickers, literature or any other political materials while performing . . .duties." ACTION ON the door-to-door voter registration issue was promised by Wheeler and sever- al other Democrats running for Council during the April elec- tions. The mayor had vowed as a candidate that action would be taken by Sept. 1 on the voter registration system as well as on the issue of rent control, should he be elected. No action has yet been taken toward a rent control ordinance. Council's unanimous vote to table Wheeler's resolution was prefaced by Councilman Jamie Kentworthy's (D-Fourth Ward) warning that "I will defer this if I have some reassurance that the Republicans will have an open mind to the issue," when it comes before Council again in three weeks. Henry blasted Kenworthy for intimating that the Republicans would not act on the issue with an "open mind," suggesting that Kenoworthy follow his own ad- vice. "IF YOU have the idea that this is going to pass come hell or high water then don't come yelling to me about open minds," said Henry. Political activist Greg Hebert chided Council after the tabling for bringing the issue before Council while the majority of University students are out of the city. "I find that disgust- ing," said Hebert. "Because you made it this much more difficult, when we win the victory will be that much more sweeter," he said.
