Chief Postal Inspector William Cotter, an 18-year CIA veteran, acknowledged in a telephone in- terview yesterday that in 1972 he asked the agency to train 22 postal inspectors in the use of photographic surveillance tech- niques. Cotter denied any knowledge of training in these other sur- veillance methods. He said the photographic training was for use in connection with criminal investigations and acknowledged that involving the CIA in a law enforcement activity was a questionable practice. "Back at that time I didn't think of that at all, I admit," Cotter said. Richard Clay (D-Mo.), a member of the subcommittee said he has reason to believt the FBI has tampered with his mail. -A subcommittee staff mem- ber said that Colby had acknow. edged 12 instances in which the mail of CIA employes was opened. The CIA assistance to the Postal Service apparently was reported by an agency employe in response to a May 1973 order from then CIA Director James Schlesinger to report any activi. ties "which might be construed to be outside the legislative charter of this agency." A subsequent August 1973 memo- by Colby dealing with a number of "questionable activ- ities" reported by agency em ployes stated that "the assist- ance provided the Office of the Chief Postal Inspector by Office of Technical Services seems ap- propriate, provided it is essen- tially defensive in orientation and would not assist penetration of the mail." Both memos were contained in the report which Colby de- livered to the President last De- cember in response to published allegations that the agency had conducted a massive, illegal do- mestic spy operation.
