Another major feature of the administration proposal would be the consolidation of approxi- mately 30 highway categorical grant programs into four broad programs. ANNUAL revenue for the highway trust fund currently totals about $6 billion, most of it from the federal gasoline tax. The administration estimated that, under its proposal, high- way trust fund revenue would total about $3.3 billion inI0977. Another $2 billion which would go into the trust fund under cur- rent law would go to the general fund under the administration proposal. The highway legislation is sure to stir controversy in Con- gress. Supporters of mass transit have tried repeatedly to divert some of the money from the highway trsut fund into mass transit projects while others have sought to maintain the cur- rent highway funding system.
