International BEIRUT, Lebanon-Lebanese authorities are negotiating with the leftist kidnapers holding U.S. Army Col. Ernest Morgan under threat of death and "hope to get him released soon," Premier Rashid Karami said yesterday. "We are continuing the contacts and discussions include the terms set by the kidnapers," Karami said, adding that Palestinian guer- rillas are "helping in these contacts." A left-wing group calling itself the Socialist Revolutionary Action Organization said it kidnaped the 43-year-old Morgan, an air de- fense specialist with the U.S. aid mission in Turkey, during heavy street fightinglast week as he was transiting Beriut on a flight from Pakistan to Ankara. The kidnapers' demands included a demand that the United States distribute free food, clothing and building materials in the Maslakh or Slaughterhouse district of Beriut. NEW DELHI, India-Prime Minister Indira Gandhi told Indian big business yesterday to help her uplift the economy or face tough sanctions under her emergency rule. Calling in the nation's top business and industrial rep- resentatives for a 90-minute meeting with her, Gandhi emphasized that she wanted the econ- omy to expand and production to increase. The Prime Minister outlined her new get- tough policy with the business leaders just as she did two days ago when she told trade union leaders she would not tolerate strikes or other measures that would hurt production. "The unions assured me of their support," she told the industrialists, and asked for sim- ilar cooperation from employers in not de- claring any lockout or laying off or retrench- ing of workers. National BOSTON, Mass.-Sen. Edward Kennedy (D- Mass.) called on President Ford yesterday to make reducing unemployment the nation's first priority instead of a Presidential afterthought. The senator sharply criticized the Ford ad- ministration policy on aid to cities and en- dorsed many of the programs sought by the more than 300 big-city mayors attending the annual meeting of the U.S. Conference of Mayors. "The . . . basic flaw in the President's budget and in the President's policy is the acceptance of the worst unemployment since the depression," Kennedy said. "Putting those Americans back to work cannot be a Presi- dential afterthought, it must be our No. 1 priority." Kennedy then outlined what he called a comprehensive and national policy of action for urban America which included enlarging the federal general revenue sharing program for states and cities. State TRAVERSE CITY-A Vietnam war veteran from Kalkaska has been arrested for allegedly threatening to kill President Ford and Vice President Rockefeller. The suspect was ident- ified by Secret Service agents as Patrick Scott, 26. Scott was arrested by Kalkaska County Sheriff's deputies Saturday night and appeared yesterday before a federal judge in Traverse City on warrants issued by U.S. District Attorney Frank Spies at Grand Rapids. According to authorities, officials, Scott threatened o kill the President and Vice Presi- dent in remarks on two occasions at Bois Blanc Island last month. The island is near Mackinac Island, where Ford is scheduled to visit at the end of this week. Weather No change is expected in the stifling weather for the rest of the week.
