In a 5-3 decision, the court held that a 1970 annexation by Richmond, Va., coupled with a switch to a ward system of vot- ing, did not discriminate against black voters. THE ANNEXATION made Richmond's population 58 per cent white. It had been 48 per cent white. Four of the nine wards creat- ed for city council voting have clear black majorities. Four have substantial white majori- ties and the ninth is 59 per cent white.
