High Court lets cities annex voters

WASHINGTON (M) --The Su-
preme Court gave cities broad
latitude to make annexations
which increase the proportion of
whites yesterday in their pop-
ulation.
In a 5-3 decision, the court
held that a 1970 annexation by
Richmond, Va., coupled with a
switch to a ward system of vot-
ing, did not discriminate against
black voters.
