(AR) - Chamber Music Northwest, the summer festival founded by Is- raeli violinistSergiu Luca, will begin its fifth sesson on June 23, offering 14 concerts and a variety of worksbons and mas- ter classes thro'h Aug. 2. The festival concerts will be presented in two series, on Monday and Thursday eve- nings, at 8:30, at the Reed Col- lege Commons with seating on chairs and cushions on the floor. The six concerts on Mon- day night will each salute a dif- ferent country, with music of Czechoslovakia comprising the opening program June 23. Oth- ers will be Hungary, June 30; England, July 7; Germany, July 14; Italy, July 21, and France, July 28. (A) -- Secre- tary of State Henry Kissinger said last night that despite de- termined U. S. diplomacy, the "fundamental issues" in the Arab - Israeli dispute remain unresolved, threatening another oil crisis or a U.S.-Soviet clash. Demanding concessions from both sides, Kissinger said the Ford administration would not allow "temporary disappoint- ments or strong passions" to deflect it from trying to break the stalemate. "WE ARE NOW at a point where there must be a turn either toward peace or toward new crises," Kissinger said in a speech prepared for the. Southern Council on Interna- tional and Public Affairs and the Atlanta Chamber of Com- merce. He said the United States has a historical and moral com- mitment to the survival and well-being of Israel, but also important interests in the Arab world of more than 150 million people "sitting astride the world's largest oil reserves." Kissinger added: "We can never lose sight of the fact that U. S. foreign policy must do its utmost to protect all its in- terests in the Middle East." THE STERN references to the Middle East, in a major for- eign policy address, took on Kissinger special significance because they came at the end of a round of talks between President Ford and leaders of Jordan, Egypt, Israel and Syria. "We must not be lulled into inaction by the relative quiet of recent weeks," Kissinger stat- ed. "The fundamental issues re- main unresolved." He said the Ford administra- tion, at this point, is open- minded on whether to pursue an interim agreement or an ear- ly reconvening of the Geneva peace conference. "EACH COURSE has its re- cognized advantages, pitfalls and risks," Kissinger said. "We are not committeed to a partic- ular approach, we are commit- ted to progress." Kissinger urged all the par- ties in the Middle East to take seriously Ford's repeated ad- monition that the United States would not accept stalemate or submission. "These words were carefully chosen," he said. An active American role is imperative, Kissinger went on, partly because continuing in- stability risks a new oil crisis, a setback to the world's hopes for economic recovery and "an inevitable risk of direct U. S.- Soviet confrontation." ON ANOTHER subject, Kis- singer said the administration would seek "prudent measures" of arms control but is convinc- ed the military is "the bedrock of our security." He warned that "the trend" of "potential adversaries" - apparently a reference to the Soviet Union - is in the direc- tion of expansion.
