First class postage
rates will jump, says
Postmaster General

NEW YORK Md- - First-class
postage rates will increase this
year despite contrary recom-
mendations from an adminis-
trative judge, says Postmaster
General Benjamin Bailar.
A spokesperson for Bailar in
Washington said the cost of
mailing a first-class letter
would probably rise to 12 cents.
THE POSTAL Rate Commis-
sion is currently considering a
proposal by Judge Seymour

Wenner to reduce first-class
postage from 19 cents to 8.5
cents while sharply increasing
the rates in other classes.
Bailar told the New York
Postal Customers Council that
the judge's plan is "no good for
anyone."eie said that even if
the commission adopts it, the
Postal Service will exercise its
option to set new "temporary"
rates after a 90-day waiting
period.

ed"
The Rockefeller Commission
reported Tuesday that from 1952
to 1973, the - CIA intercepted
mail between the United
States and the Soviet Union,
handling up to 4.3 million piec-
es of mail a year, and opening
as many as 13,000 letters a
year.
