Upon completion of her re- port, Sarri come down hard against jailing juveniles, claim- ing, "Regardless of the rea- sons put forth to justify the jailing, the practice is almost always destructive to the child and, in the long run, to the com- munity that allows its youth to be handled in harmful ways. "Placing juveniles in adult jails should be entirely elimi- nated and specialized detention facilities should be limited only to youth who have been formal-' ly charged with law violations," she concluded. TO COMBAT the inadequa- cies of the country's juvenile de- linquency system, Sarri's report recommended statutory chang- es to ensure "strong and effec- tive prohibitions" against jail- ing and to ensure strict con- trols on detention practices. She also called for improve- ments in detention facilities, in- cliding more and better trained staff workers, improved med- ical focilities, and develonment of educational programs for de- tained children.
