Shiskin told the congressional Joint Economic Committee it would be some time before un- employment rates improve and that further data were needed "before we can be reasonably sure that recovery is actually under way." This failed to please .Demo- crats or Republicans on the committee. They called the un- employment figures appalling and criticized President Ford for vetoing a $5.3 billion emer- gency jobs bill. SEN. JACOB JAVITS (R-N.Y.) said the jobless figures "threat- en the social fabric of our na- tionn" Sen. Hubert Humphrey (D- Minn.), chairman of the com- mittee, declared that the fig- ures "clearly indicate the folly" of the veto and the House's fail- ure earlier this week to over- ride it. 'Despite the continued rise in unemployment, the administra- tion believes economic recovery is near and that further meas- ures to stimulate the economy would bring new inflation and higher unemployment. The courts have ruled that an "unchaste female cannot be the subject of seduction . . . how- ever, a woman who has been seduced before and has reform- ed can be the subject of seduc- inon." There is no law for seducing a male. ONE LAW, which can be traced back to 1897, makes it a crime to "use indecent, im- moral, obscene, vulgar or in- sulting language in the presence or hearing of any woman or child." This, in effect, makes it a crime for a woman to swear to herself. In 1923, state voters approved a referendum authorizing steril- ization of "defective persons in- cluding moral degenerates and sexual perverts." While castra- tion is not specifically mention- ed, the law allows any method to be used which "will most likely produce the beneficial re- sults." While the meaning of "gross in- decency" is not defined in the statutes, a person can spend the rest of their life in jail "for committing or being party to," the crime. This includes acts committed in the privacy of the home. Other laws make it crimes: -for females over the age of 15 to debauch males under the age of 15; -to accost, entice or solicit a child for immoral purposes; and -to entice any female under the age of 16 to marry. Similar laws in California were recently repealed, and many acts between consenting adults were legalized. The law allows private acts of sodomy and oral acts of intercourse be- tween homosexuals and hetero- sexuals. According to State Represen- tative Perry Bullard (D-Ann Ar- bor) many of the Michigan sex crimes could be changed in the revised criminal cede, now awaiting action by the legisla- ture; however, he added "It doesn't look like it is going any- where." AS A RESULT of the Califor- nia law, Bullard expects a new bill dealing with cohabitation, crimes against nature, and so- licitation, to be introduced in the House soon. But he expects the, bill to have a rough time in the judiciary committee. "The committee is currently interested only in law and or- der," he said.
