Senate unit uncovers evidence of CIA plots

tive. Rockefeller denied he ever
dismissed all allegations against
the CIA as minor, and said he
was only responding to ques-
tions about whether there were
massive violations of the do-
mestic statutes which govern
the CIA's operations.
He said the commission's re-
port deals with alleged assas-
sination plots and contended it
will put the whole matter in
perspective.

Sen. Church should be talking
about such details until his own
report comes out," Rockefeller
said.
Church was more specific
than he has ever been on the
assassination issue even though
he declined to give any details
of testimony so far on the tar-
gets of plots, whether or not
they succeeded and who ordered
them.
"I don't care who may have
ordered it," Church said at one
point. "Murder is murder and

murder is wrong."
CHURCH said lie expects the
Senate Intelligence Committee
to complete the assassination
phase of its investigation by the
end of June and then decide
how to best make a public dis-
closure of what it has learned.
It is certain the panel will
recommend laws to forbid the
CIA or an other American in-
telligence agency from using as-
sassination as a tool, Church
said.
"Ours is not a wicked coun-
try and we cannot abide a wick-

ed government," he said,
C H U R C H answered re-
porters' questions during a
meeting at the National Press
Club.
"I think the committee has
heard enough and the Rocke-
feller Commission itself has
heard enough to substantiate
my statement," Church said.
Rockefeller said Monday the
commission report will show
that "there are things that have
been done which are in contra-
diction to the statutes but in
comparison to the total effort

would be a fair interpretation
to state that he does not believe
as some have charged that
there has been massive illegal
activity by the CIA.
"BUT THAT doesn't mean
that there haven't been things
done that were wrong," the vice
president said.
Last week, Maj. Gen. Edward
Lansdale told The Associated
Press that, on orders from
President John Kennedy de-
livered through an intermedi-
ary, he drew up contingency
plans for the removal of Cu-
ban Premier Fidel Castro by
any means.
Lansdale later denied that
either "President Kennedy or
any other Kennedyy" gave him
orders to plan Castro's assassi-
nation. He told The AP that "on
that project I was working for
the highest authority in the
land."
Asked yesterday to clarify
what his orders were, Lans-
dale replied: "The orders were
rather broad -to think through
the various situations that nmight
come up and what might be
done on it." He said any con-
tingency planning for killin
Castro was done solely on his
own initiative.
