International TOKYO - North Vietnamese Premier Pham Van Dong said yesterday that his country will normalize relations with the United States if the U.S. govern- ment respects the Paris cease-fire agree- ment, Hanoi's Vietnam News Agency stated in a report received in Japan. "We warmly welcome aid from any country, mass organization and interna- tional body aimed at helping the Viet- namese people rebuild their homeland," Van Dong added. National Slowdowns and strikes by physicians over the high cost and lack of reforms in malpractice insurance continued in New York, Texas and Pennsylvania on Wed- nesday. Physicians in other areas con- sidered similar action. In the New York metropolitan area, private and charity- operated hospitals were either laying off personnel or saying they would have to order layoffs if the strike lasted for much longer. Emergency care was not af- fected by the strike, but many elective operations were postponed. 0 LOS ANGELES - Ozzie Nelson, the affable head of America's top TV house- hold of the 1950s, died early yesterday morning. He was 69. The Adventures of Ozzie and Harriet, the wholesome, fam- ily show that he and his wife started on radio in 1944, set records for television comedy longevity. It moved to the ABC video network in 1952, and continued there for 14 prime-time seasons. Ozzie and Harriet returned briefly to television in 1972 with a syndicated comedy show, "Ozzie's Girls". WASHINGTON - President Ford com- mitted "a childish act" when he tore off calendar pages on national television to dramatize his criticism of Congress for not yet adopting energy legislation, House Speaker Carl Albert asserted yes- terday. "Tearing off the calendar pag- es was a childrish act and not one of statesmanship," Albert, an Oklahoma Democrat, said. "The kind of legislation we get and not the amount of time we take is what is going to determine our success." L0 - Local YPSILANTI - The city of Ypsilanti and its fire department employees reach- ed agreement Monday on a new one year contract - just 28 days before it will expire. The contract replaces an agree- ment that expired last June 30. The new document will itself expire this June 30. Negotiators for the fire department blam- ed anti-union sentiments by the ci manager for the delay. Binding arbitra- tion eventually produced the new con- tract.
