Marxist guerrillas. U.S. Ambassador W. Beverly Carter told reporters he was concerned over Tanzanias re- fusal to accept responsibility for the release of the captives. But he said he remained confident that a way will be found to free them. "I AM NOT anticipating fail- ure", the ambassador said. The Tanzania government oaid it "categorically rejects any rexponsibility" for the hos- tages' release "or for whatever happens to them." "We would further like all concerned to accept this unam- biguous statement as our firm position," their announcement added. CARTER SAID Tanzanian of- ficiajs have been coopera:ive. But other U.S. diplomats com- plained about Dar es Saaam's attitude in immediately reject- ing the guerrillas' ransom de- mands for arms, ammunition, $460,000 and the release of Zaire political prisoners in Tanzania. One diplomat also said Zaire has offered little help in at- tempts to contact memhers of the Popular Revolutionary party who eight days ago kiiexaped the three and an Ann Arbor wo- man from a chimpanzee study center in western Tanzania. He said the Kinshasa government doesn't want to admit the exist, ence of the rebels, wh, oppose Zaire's links with the U n i t e d States. Carter said U.S. and Tanzan- ian officials were continuing joint efforts to fiod way7 10 communicate with the rebels, hidden in a mountainous jungle where the Zaire government ex- ercises little control.
