During its 18-week investiga- tion of the CIA, the commission headed by Vice President Nel- son Rockefeller uncovered a complete file on the matter in the Department of Justice, the source said. IT WAS not clear whether the 1961 project was approved by then-President John Kennedy. Top CIA officials have con- sistently denied that the agen- cy ever approved any assas- sination plots, but they have declined to comment on whether such plots were discussed. The existence of the FBI file was first reported today by The New York Times and confirmed by United Press International from commission sources. THE FBI file reportedly showed that Sam Giancana, a well - known Chicago rackets figure, and underworld soldier of fortune John Roselli were contacted by the CIA in 1961 and offered a contract to carry out the plot. They reportedly were given poison capsules, which were to be used to kill the Cuban lead- er. ,At the time, both men were said to have been under inves- tigation by the Department of Justice in connection with their underworld activities. It was unclear whether there was any attempt to carry out the plot, SEN. GEORGE McGOVERN (D-S.D.) said in an interview last week after returning from Cuba that Castro had documen- tation proving be was the tar- get of a CIA assassination plot. Also last week former Treas- ury Secretary Douglas Dillon, the vice chairman of the Rocke- feller Commission, told report- ers the panel's final report would discuss allegations the CIA was involved in a number of assassination plots. He said the report on this issue would "deal mainly with Castro" but he refused to elaborate. The Commission is scheduled to give its final report to Presi- dent Ford June 6, and it is ex- pected it will be made public shortly thereafter. Commission executive direc- tor David Beln refused to com- ment on the existence of the FBI file confirming the Castro plot.
