"Freezing salaries will force those people to unionize," contended Councilman Ronald Trowbridge (R-Fourth Ward), "and that will only cost the city more money." The Democrat's suggestion for a new human services or human resource department was also n i x e d by Trowbridge who claimed, "it would only create more bureaucracy and an ex- pansion of government which will cost us more money and increase government power and interferences." THE REPUBLICANS did not comment on HRP's proposed $1.1 million in budget altera- tions. Besides the increase in the police department budget, which would allow for the continuation of 17 positions cut by Murray in his budget, the Republicans also proposed allocating $62,085 to the fire department for an addi- tion of three firefighters; $53,916 to the District Court for the ad- dition of four positions; and $46,500 to Parks and Recreation for funding of approximately 50 part time positions, for a total of $341,431 in budget additions. The $341,431 in budget cuts proposed by the Republicans in- cluded $160,931 from General Fund departments; $55,000 from the General Fund Contingency _budget; and $3,500 from fire- fighters overtime. The Republicans also inti- mated that they will pressure the University for additional funding assistance, particularly in the area of police department funding. While the University is paying for 22 officers this. budget year, it has offered fund- ing for only 11 jobs for the year beginning July 1. POLICE CHIEF Walter Kras- ny previously complained that the officers the University is funding could not provide ade- quate service, adding, "Unfor- tunately, we're not in a posi- tion of refusing them service" it the University doesn't pay for it. Calling the University "paris- itic," Councilman Roger Bertoia (R-Third Ward) last night vow- ed to "carry on - the battle for quite a while" of soliciting addi- tional funding from the Univer- sity. A further complaint issued by the GOP last night centered around a letter written by Dem- ocrat Mayor Albert Wheeler to the United States Department of Housing and Urban Develop- ment (HUD), which the Repub- licans claim may delay the -- RTh.
