AUTHORITIES HAVE described the arrested persons as "flankers" - meaning supporters - of the Red Brigades, the feared urban guerrilla band whose membership and organization is shadowy. But police have not said whether any of the arrested have direct links with the gunmen who kidnapped Moro on March 16 after killing his five bodyguards. The 26 persons picked up during the weekend were charged with member- ship in an armed subversive gang. A leftist union at Rome's Policlinico Hospital, two of whose members were among those rounded up, issued a protest calling them "hostages." Since Moro's abduction, police have arrested at least 40 persons but only one is known to have been directly involved with the Brigades. He is Cristoforo Piancone, wounded in Turin after an ambush squad killed a prison guard. THE LAST message from the kid- nappers did not specify that Moro actually had been killed. The baffling wording has spawned new anguish for the nation and a variety of theories about his fate. Italian officials said the silence could mean that Moro is still alive and that the Red Brigades, frustrated by the government's refusal to release 13 im- prisoned terrorists in exchange for his life, are holding out for some con- cession.
