NATIONALIST SOURCES represen- ting the guerrillas here said the three blacks shots Saturday afternoon were brothers, aged between 16 and 19, and related by marriage to an unidentified official of the internal wing of Nkomo's Zambia-based Zimbabwe African- Peoples' Union (ZAPU). "Someone must have told the police they were guerrillas," said Willie Musarurwa, ZAPU publicity secretary. "I understand the police were accom- panied by a. masked man who pointed out the house. Police then called out the man, woman and children living there, and opened fire on the three boys." Meanwhile in Washington, D.C., Minority Leader Howard Baker said yesterday he,sees a strong chance the Senate will condemn Carter ad- ministration policy on Rhodesia by voting to suspend U.S. participation in trade sanctions against the white-ruled Salisbury government. TERMING IT "unconscionable" that the administration has urged giving an- ti-government guerrilla forces a voice in a settlement, the Tennessee Republican said the sanctions issue "may be the only way the Senate can express itself on the matter." Adminsitration officials have begun a campaign against an amendment to be offered this week by Sen. Jesse Helms (R-N.C.) to a $2.8 billion foreign aid bill. Helms' proposal would end U.S sup- port for the United Nations sanctions through the rest of 1978. A similar amendment, calling for a 15-month suspension, lost by a 48-to-42 vote last month. The narrowness of that 'margin star- tled administration policy-makers, and Helms claims to have picked up some new suppoprt for his second attempt. The North Carolinian objects to Car- ter's support for a plan to bring representatives of the Patriotic Front, which has carried on guerrilla warfare, into a new ruling council with Premier Ian Smith and three black African nationalists. Baker and other supporters admitted concern that Helms' proposal might be undercut by a substitute to be offered by Sens.
