Robert Carr, (D-East Lansing) said yesterday a recent Congressional action reducing funding for Extra Low Frequency (ELF) - a smaller version of Project Seafarer - does not mean the system will not be built in Michigan. Carr described as "not completely accurate" reports that the House Ar- med Services Committee vote to reduce ELF funding from,$40 million to $10 million this year meant an end to the controversial project in the Upper Peninsula. "THE COMMITTEE'S action will prevent construction in Michigan this year, if it is upheld by the Senate," Carr said in a statement issued by his Lan- sing office. "But that doesn't mean that construction funding in Michigan could not be approved next year." Carr noted that the Senate Armed Services Committee may be more favorable to the project than the House, as was the case last year. Carr, a member of the House com- mittee, at first introduced language to delete all funding for ELF, the latest version of an underground com- munications grid to send signals to deep-running U.S. Navy submarines. It was defeated. BUT THE committee approved the reduction in funding, along with language saying the $10 million could only be used this year at the ELF test site in Clam Lake, Wis. At most, Carr said, the amendment will delay the construction nf a Michigan ELF system. "The longer we can keep an ELF- type system out of Michigan, the less chance it has of getting in," Carr said. The paddlefish uses its long flat nose to scoop up plankton from its fresh- water environment while it swims.
