WASHINGTON (AP) - With only 10
days remaining in a current labor con-
tract, federal mediators stepped into
stalled negotiations yesterday between
the Postal Service and unions represen-
ting 554,000 workers.
Negotiators began daily meetings un-
til the July 20 expiration of the current
three-year contract. Little progress has
been reported since the talks began in
April.
WAYNE HORVITZ, director of the
Federal Mediation and Conciliation
Service, said that after discussions with
both sides, "I have concluded that the
time has arrived for serious mediation
efforts,"
Union leaders welcomed the
mediation.
The chief Postal Service negotiator,
Deputy Postmaster General James
Conway said through a spokesman that
tentative agreement has been reached

on a no-strike provision similar to that
in the present contract.
CONWAY ALSO SAID that some
progress has been made on work rules
and that -"constructive discussions"
have been held on union recognition and
discipline procedures.
The Postal Service has not reported -
any pay proposal, even though three of
the four unions jointly made their wage
demands June 19.
Meanwhile, union leaders have called
members from around the country to
stage a march tomorrow outside
Postal Service headquarters in
Washington to protest what they ter-
med stalling by postal management in
the talks.
The union leaders say that
management, instead of making
proposals, has focused on trying to take
away gains made by the unions in
previous contracts.
