HUMPHREY, 42, is a former U.S. In- formation Agency employee who was accused of stealing sensitive documen- ts and giving them to Truong, 32, a Vietnamese expatriate who has lived in this country for 13 years The indictment accused the two of stealing the documents to pass them on to a courier for relay to Vietnames diplomats in Paris. The courier was ac- tually a paid informant for the CIA and the FBI. Humphrey's father, Louis, appealed to Judge Albert Bryan as soon as the verdict was announced: "May I take my son's place in the jail tonight? He is going to need the love of his family." BOTH TRUONG and Humphrey were arrested Jan. 31 and charged with con- spiracy, espionage, stealing gover- nment documents and failing to register as foreign agents. Each of the counts in the indictment carries maximum penalties of from five years to life imprisonment and in some cases fines of up to $10,000. Humphrey, who resigned his job in mid-February, has been held in Alexandria City Jail in lieu of $150,000 bond. Truong was released from jail on April 14 after his sister and othefrien- ds and charitable organizations posted bail of $250,000. Both have pleaded innocent, and each testified in his own defense. HUMPHREY SAID his only motive in giving government documents to Truong was his desire to gain per- mission for his common law Vietnames wife, Kim, and her four children to leave Vietnam and come to the United States. He testified that he had no idea that Truong might be an agent of a foreign government. "I disgraced myself and my family because of some bad judgment," Hum- phrey testified. "I am not a spy.
