Egypt moves to quiet Sadat foes CAIRO, Egypt (AP) - Police stop- ped publication of Egypt's only leftist newspaper yesterday, launching what is expected to be a large-scale crack- down on political opponents of President Anwar Sadat's government. At the same time, Egypt's infor- mation minister told a news conference that a referendum on political dissent scheduled for Sunday "was in no way intended to reverse", the political liberalization policy Sadat began in 1974. THE SIX-POINT referendum that will be submitted to Egypt's 10-million voters seeks approval of a set of prin- ciples to govern political activities. Journalists and politicians who have "corrupted" political life or threaten national unity or "social peace" would be excluded from the political process under provisions of the referendum question. Abdel Moneim el Sawai, the infor- mation minister, said the purpose of the plebiscite is to "establish a framework" for political party activity. HE SAID IT was necessary to "have some morals in executing democracy and these have to be shown in the political behavior of the parties. The people are really afraid of having this sort of democracy that is going the wrong way, with no ethics." Sadat has complained in recent speeches about constant bickering in Parlaiment that was holding up key legislation and of politicians who ex- ploited the economic hardships of the people by sniping at government ministers. He vowed to "crush" political opponents by democratic means. The measures appeared aimed at the leftist National Progressive Union, which has only about 20,000 hard-core members, and the recently revived WAFD, a rightist party that was dominant before the 1952 revolution that brought Gamal Abdel Nasser to power. THE FIRST indication of the gover- nment's new hard-line position against dissidents came with the halting of publication of the leftist party's weekly newspaper, Al Ahaly. El Sawai said the newspaper was not permanently shut-down but that authorities would decide on an issue-by- issue basis whether to seek stop- publication orders from the courts.
