GAO promotes jet sales to Saudis'- WASHINGTON (AP) - Congressional rejection of President Carter's proposal to sell 60 warplanes to Saudi Arabia would "severely strain" relations with that nation and might in- fluence future Saudi oil decisions, the General Accounting Office (GAO) said yesterday. Reiterating GAO testimony earlier in the month to the Senate Foreign Relations Committee, the report released Friday said the proposed sale "has become an important symbol to the Saudis of the U.S. relationship." THE PROPOSED sale "has political significance beyond meeting Saudi security needs," said the GAO, an .in- vestigatory and auditing agency of Congress. Carter proposed a $4.8 billion sale of 60 F-15 jet fighters to Saudi Arabia, 50 less advanced F-5s to Egypt and 15 F- 15s and 75 F-16s to Israel. The package has encountered considerable op- position in both houses. Failure of Congress to approve the sale would be a "crucial blow to the Saudi Arabian government and would severely strain relations between the two countries" the report said. "THE SALE of the F-15 aircraft has apparently been chosen as thetest of U.S. friendship and overall commit- ment to Saudi self-defense aspirations," it added. The GAO said a steady increase in oil production by Saudi Arabia appears needed to retain economic stability in the world by the end of the century and the United States should not take it for granted.
