WIQB/THE ANN ARBOR RADIO STATION Representatives of both PLO offices denounced the league's move as a "Zionist campaign" to silence their organization in the United States. The league's general counsel, Arnold Foster, said in a letter to Secretary of State Cyrus R. Vance that the local PLO representative,nHatim Hussein, raised funds in a recent appearance at Oklahoma State University. Husseini opened the PLO office in Washington a month ago. Foster also said the PLO observer mission attached to the United Nations sponsored fund-raising events on two recent occasions in the New York area. Husseini refused comment on the specific charges but said the allegation about his appearance at Oklahoma State was part of a "Zionist campaign of slander and lies to try to close down the office. "Their name is the Anti-Defamation League. They shouldn't be defaming anybody." Abdul Rabman, the information at- tache at the PLO mission in New York, denied the league's allegations. "This is part of a campaign the Zionists are waging against the Palestinian people to discredit their representatives," Rahman said. The objective is to prevent "the PLO from reaching the American public in order to inform them about the crimes committed by the fascist government of Israel in collaboration with the Zionists in this country." Foster contended that when Husseini registered as a foreign agent a month ago, he did not disclose that he intended to engage in fund-raising activities even though "a true and complete statement" of his functions was required. Justice Department officials said foreign agents are not explicitly prohibited from engaging in fund raising.
