Page .-Friday, May 121978-the Michigan Daily Senate committee deadlocked on Middle East fighter jet sales WASHINGTON (UPI) - On an 8-8 vote, the Senate Foreign Relations Committee yesterday blocked an effort to reject President Carter's proposed Middle East jet sale, giving him a slim initial victory in his bid to provide war- planes to Israel, Egypt and Saudi Arabia. The committee then voted unanimously to inform the Senate it could make no recommendation on the sale of 200 warplanes to the three Mid- dle East nations. The 8-8 vote came on a move by Sen. Josephy Biden (D-Del.) to kill the package. The Senate now must vote on a move to discharge the committee from further responsibility on the arms sales issue. If it refuses to discharge the committee, the sale automatically would go through. If the discharge petition carries, a resolution of disapproval of either part or all the package would be debated by the full Senate for 10 hours before a vote. ISRAEL HAS complained bitterly over the inclusion of 60 F15s, considered the world's best jet fighter, to Saudi Arabia. The sale will go through unless Congress objects. The vote came after nearly two hours of discussion which revealed deep divisions over whether selling sophisticted jets could torpedo the search for Middle East peace. The committee failed to heed a plea from Sen. Frank Church (D-Idaho) to "give peace a chance," and permit the parties in the Middle East to settle their historical conflicts at the peace table. Church, in line to be chairman of the committee, said Carter's assurances about the $5 billion sale of jets to Israel, Egypt and Saudi Arabia were not suf- ficient. He said the committee should reject the proposal and bring the issue to the floor of the Senate for full debate. BOTH CHURCH and Sen. George McGovern (D-S.D.), John Glenn (D-Ohio), Muriel Humphrey (D-Minn.), James Pearson (R-Kan.), Charles Percy (R-Ill.), Robert Griffin (R-Mich.), and Howard Baker (R-Tenn.). Besides Church, Case and Biden, those voting to disapprove the sale were: Claiborne Pell (D-R.I.), Dick Clark (D-Iowa), Richard Stone (D- Fla.), Paul Sarbanes (D-Md.) and Jacob Javits (R-N.Y.). IN ADDITION to the 60 F15s for Saudi Arabia, the package includes 15 F15s and 75 F-16s for the Israelis and 50 slower F-5s for Egypt. Despite charges he is bowing to pressure from the oil-rich Saudis, Car- ter has stressed he would not tolerate breaking up the package to weaken what the two Arab countries are to get.
