Couneil Continuedfrom Page 6) "IDEALLY, I would like to spend $1.8 to $2.3 million," Belcher said. "I don't know whether we can do it without detracting from other city services though." Belcher says the bulk of the money would cnme from the eeneral fund. He said that his administration is trying to install zero-based budgeting, in other words each item on the budget from scratch. In a message attached to his budget proposals, Murray said: "Our financial position is still not good. Massive changes were not made to reprogram the hundreds of thousands of dollars needed for streets. "CITY REVENUES still do not other departments (Administrator, Treasurer, Planning, and Controller) will face reduced funding. Murray said the budget is balanced "solely because I reduced spending requests." THE BUDGET calls for no increases in property taxes, though it does call for a seven per cent increase in sewage rates. The increases would pay for the expansion now underway at the sewage treatment plant. City Council voiced unanimous sup- port for the higher rates Monday night. They will formally vote on the rate hike May 15. . Not included in the proposals is roughly $5 million which the city receives from the federal government, $3 million of which goes for em- ployment programs. The other $2 million is part of a con- troversial community development program. Ann Arbor's community development funds were allocated in March, but City Council may decide to review them next month, according to Murray. Housing (Continuedfrom PageS) likely cause. "There may have been some infected employee or student who coughed or sneezed around the food, and that way the virus may have been transmitted to all the food," said Kowalczk. An emergency treatment area was set up in the first floor cafeteria, where University Health Service and Hospital physicians administered to students. Four residents were hospitalized in the University Health Service, but no one had to be taken to University Hospital. Then, at approximately 2:40 am. on the morning of Friday, April 28, a fire broke out on the fifth floor of the Gom- berg House in South Quad. According to University Fire Marshal Russell Downing, it originated in an incinerator room. The possibility of arson has not been dismissed. "It's one of those things we can't get excited about," said Downing. "If you know anything about these dorms you know they have a tremendous amount of garbage around, especially around this time of year." The fire did around $5,000 worth of damage. Earlier that evening, a smaller blaze occurred ii bne of the freight elevators. "WHY DO THE HEATHEN RAGE?" Psalms 2:1 and Acts 4:25 "THE FUNDAMENTALS OF VICE ARE SENSUALITY, PRIDE AND AMBITION, AND AVARICE." Sensuality is "the doctrine that gratification of the senses is the highest good, Indulgence of bodily appetites, carnal gratification." Are we not in this great and blessed country now building on these foundations, and have rejected "The Firm Foundation laid for The Saints of The Lord in His Excellent Word?" If so, we had better look out for the "lightning to strike!" "THE DREAD FOES OF MAN ARE NOT BELIGERENT CIRCUMSTANCES, BUT THE RIOTOUS PASSIONS - THE LEOPARD OF INCONTINENCE, THE LION OF VIOLENCE, AND THE WOLF OF AVARICE - AFTER FOOD SHE IS HUNGRIER THAN BEFORE!" THE LEOPARD OF INCONTINENCE: The dictionary says Incontinence means "Lack of restraint, especially undue in- dulgence of sexual passions; licentiousness, etc." How many great nations and empires of history have for this cause rottedfrom within, fallen in decay, perished! Is that not largely true of our great land today! "CHASTITY IS DRIVEN AWAY AS AN ENEMY BY ALL MEN, LIKE A SNAKE!" THE LION OF VIOLENCE: Riot, rebellion, rape, murder and violence of all sorts and description stalk the globe in our days! Some of the most miserable and hypocritical Violence P. O. 6X, 40, b of the present and recent times has dressed itself up in the garb of "Non-Violence," and even taken the Name of God in vain and calls itself "Christian!" And many, if not the ma- jority,of the great men of our government, our educational and ecclesiastical institutions, are lending their support and power and influence. "That which Is highly esteemed among men is abomination in the sight of God," so said Jesus Christ, God, just before telling of the dead rich man's trip to hell and his reception.there! We "do err, not knowing The Scriptures, nor the power of God!" Do we even know the ABC's of Christianity? Here they are, consider them: "A" - ABANDON SELF, "B" - BEAR THE CROSS. "C" - COME AFTER ME-JESUS CHRIST, GOD! (We will speak of the "ABC's next week). In view of the fact that our land our cities, and our lives are filled with sin, rebellion, and rage against The Almighty, and in view of the fact that the nuclear bombs hang heavy, heavy, heavy over our heads, would it hot be wise to take up and learn or brush up on the ABC's of Christianity? "Let us head the conclusion of the whole matter: Fear God and keep Hls'C tm ndheiti; 1ot-Oiis is the whole duty of man. For God shall bring every work into judgement, with every secret thing, whether It be good, or whether it be evil." Eccles.12:13, 14. etATUR, GA. '30031 -
