PRESIDENT C A R T E R said the PLO "may adopt U.N. Resolutions 242 which does re- cognize Israel's right to exist securely and in peace, with se- cure borders." "If the Palestinians will re- cognize the applicability of the U.N. resolutions, then that would open up a new opportun- ity for us to start discussions with them and also open up an avenue that they might partici- pate in the Geneva confer- ence," Carter said. "But whether they'll do that, we don't know," he said. It is Vance's belief, his spokesman said ,that "accept- ance of Resolution 242 has the effect of abrogating the cove- nant (PLO charter) in so far as the right of Israel to exist." Saudi Arabian Foreign Minis- ter Saud Al Faisal informed Vance there will be "an an- nouncement of change in their (PLO) position on 242 coming." The Vance spokesman said this was the "most specific" indication the United States had of an impending change by the PLO. U. S. officials said the change could be made at the Aug. 16 PLO national coun- cil meeting in Damascus. Carter, speaking to reporters at his home in Plains, Ga., said the United States had been deal- ing with the Palestinians through Syria, Saudi Arabia, Joran and Sgypt. CARTER SAID the chances for reconvening peace talks in Geneva remain about the same as they were before. "There might be other obstacles to it," Carter said without elabora- tion., Hours before news of an im- pending change, Begin said that the PLO "should be put out of the pale of human civilization." Ie said Israel had the right to veto PLO participation and the United States was bound to go along under a 1975 agreement. "A right exists in order to b used," Begin told a group of American fundraisers.
