Poe w THE MICHIGAN DAILY Saturday, August 6, 1977 Vance vows end to Mid-east strife By BARRY SCHWEID AMMAN, Jordan (P) - Secre- tary of State Cyrus Vance met Jordan's King Hussein yester- day after vowing to find a "ne- cessary consensus" for an Arab- Israeli settlement. Prdsident Carter said in Washington he thought Geneva peace talks could still be held this year. The optimism from Carter and Vance came despite Syria's rejection Thursday of a U.S.- backed proposal for a prelimi- nary cosnference of foreign min- isters in the United States be- fore the Geneva talks. A MEETING of Israeli and Arab foreign ministers would be an apparent attempt to over- come Israeli objection to Pales- tinian participation at Geneva. Asked if peace talks were still a probability, Carter told re- porters at the White House, "I think so." Asked if he thought Palestinians would be represen- ted, he said "I'll wait until la- ter" to make a judgment. "IT IS such a fluid thing and there are so many conflicting opinions . . that to emphasize so many negative aspects dis- torts the progress being made," Carter said. Vance arrived in Jordan from Syria and said, "We shall con- tinue to work with other coun- tries in the Middle East seeking to build the necessary consensus which will enable us to go to Geneva to negotiate a settle- ment." Vance said the search for a "just and lasting peace remains at the tap of the list in terms of our foreign policy priorities in the United States." Thousands of Palestinians live on the West Bank of the Jordan River, land that Israel captured from. Jordanian control in 1967. But Hussein's influence on the Palestinian issue was reduced in 1974 when an Arab summit in Rabat, Morocc, gave the Pales- tinian Liberation Organization sole authority to repsent the Palestinians. Assad has endorsed Palestin- ian participation at the Geneva talks, and the exclusion of Pal- estinians apparently prompted Syria's rejection of the proposed foreign ministers meeting.
