time in almost a decade, Amer-'
ica's flamboyant super states-
man Henry Kissinger was ab-
sent from an international con-
ference. Some observers of last
weekend's London summit said
things weren't the same and
never would be again.
When President Carter sat
down for two days of talks on
nuclear energy -apd the world
economy with leaders of six
other industrialized nations, his
secretary of state was a mod-
est New York lawyer named
Cyrus Vance.
K I S S I N G E R, the Har-
vard political science professor
who became national security
adviser to former President
Nixon in 1969 and secretary of
state in 1973, was elsewhere
over the weekend, writing his
memoirs.
Earlier in the week, he had
been seen partying with Prin-
cess Grace and a slew of jet-
setters in Monaco.

In diplomatic circles, "life is
not quite the same, nor will it
ever be again," one source said
in comparing Kissinger and
Vance.
"As a performer, and in
terms of sheer intellectual sta-
ture and the ability to articu-
late a sophisticated concept of
foreign policy, Kissinger was
something we haven't seen for
a long time, and there is no-
body around to compare with
him today," said the source,
who isked not to be identified.
