A U.S. spokesman said Vance may return here next week af- ter seeing Israeli leaders. The spokesman, Hodding Car- ter III, said Vance's talks with President Anwar Sadat and For- eign Minister Ismail Fahmy were "very helpful and thor- ough," ranging over all aspects of the Arab-Israeli dispute. "IT'S TOO early to negotiate a settlement," Carter told re- porters. But he said Vance had offered a number of "ideas" for both setting up a Geneva con- ference and resolving key issues. Tentative Egyptian responses to, the undisclosed proposals were to he covered in more de- tail in a further meeting with Sadat later. Vance is prepared to* return to Egypt after visiting Israel next week "if it turned out to be useful,;' Carter said. In be- tween, Vance is planning stops in Lebanon, Syria, Jordan and Saudi Arabia. "WHAT THE United States is doing is both listening and offer- ing suggestions," the spokesman said. However, he said, a settlement itself' will have to be negotiated "by the parties who have to live with it." The principal item under dis- cussion is how to arrange for representation of the Palestin- ians at the peace conference the United States, Egypt and Israel agree ought to be held in Octo- ber.
