At the same time, Republican leaders predicted they will be able ao defeat the proposed gas ta. hike. "I WOULD think there is a god chonce to stop that," House Republican Leader John Rhodes said shortly after formal debate began on the complex legislative package. Carter said there were five critical elements in the energy package: * Rejection of deregulation of nateral gas. Instead, Carter urged support for the $1.75 per thousand cubic feet ceiling price included in his energy package and approved by two House com- mittees. * Support for rebates for Americans who heat their homes with oil. * Rejection of a Republican plan for plowing back new crude oil taxes to the oil industry to encosrage production. * Support for the five cent gas tax hike, with the proceeds going for mass transit and state highway construction. * Backing for a heavy tax on indu4trial users of oil and natural gas as a means of encouraging them to switch to coal. The President's message came shortly after the House began debate on the legislation, one of the most complex bills ever considered by Congress. Consideration of the energy plan also continued on the other side of Capitol Hill, where a Senate committee voted to set a floor on minimum mileage standards for new American cars be- ginning in 1980. Rhodes said the energy plan that finally emerges "will un- doubtedly be a campaign issue next year" when House members must rn for re-election. 'Son of Sam victim NEW YORK (P) - The mad gunman who calls himself Son of Sam 'claimed a sixth life yesterday when a young wo- man died of a massive gunshot wound in the skull. Stacy Moskowitz, a 20-year- old blonde secretary, was fa- tally wounded at 2:30 a.m. Sun- day while she sat in a parked car tinder a bright street light with Robert Violante, 20. Vio- lante, who also was shot in the head, lost his left eye and may lose the sight in his right eye. WHILE 13 shootings have been attributed to Son of Sam and his .44-caliber Bulldog re- volver, seven in the victims have survived. Moskowitz was the sixth to die since his first known attack one year and di es three days ago. "An animal like this has to be caught, not to die or be killed but to be tortured for life," Moskowitz's mother, Ney- sa Moskowitz, told reporters. The ordinance, passed at fia~ot reading last night would raise the rate for the first one-seventh of a mile to 70 cents, and ten cents for each additional mile or fraction of a mile. Ten cents will be charged for each one minute of waiting time.
