It came 18 months short of the scheduled end of Kerr's five-year term. KERR'S REPLACEMENT will be Sir Zelman Cowen, a 57- year-old law professor and vice chancellor of Queensland Uni- versity. Despite his reputation as a distinguished professor, he is not well-known outside aca- demic and legal circles. Cowen will take office in December. Kerr, the son of a boiler mak- er and former chief justice in the state of New South Wales, has been the object of repeat- ed demonstrations for the past 18 months. His car has been splattered with paint and he has been jeered at many public functions. Kerr, 63, used his previously untested constitutional powers to dismiss Laborite Prime Min- ister Gough Whitlam, install the conservative Fraser as crretak- er, close parliament and call national elections. The move fol- lowed an impasse in parliament that developed when Fraser's conservative opposition coalition blocked Laborite appropriation bills in the upper house. The fare would allow the trav- elers to go to as many of the cities served by Eastern in the United States, Canada apd Latin America as they desire during the 21-day period, an Eastern spokesman said. All reserva- tions would have to be made in advance. The offer by Miami-bated Eastern is the first time a major airline has attempted to pro- vide unlimited travel service at a basic fee. The plan would be similar to a Eurorail pass, which allows such unlimited travel on the European rail- road system. Charles Carey, sales and ser- vice manager for the airline, said the rate would not fluctu- ate with the seasons. Eastern proposes to start the special fare Sept. 16 for a test period that would last at least through Sept. 10, 1978.
