FBI agents arrested Earl Van Denton, 27, and Paul Ruiz, 29, as they started to get into a taxi cab whose driver was slain last week in Oklahoma. These laws included the National Planning and Resources Deployment Act of 1974 and the Michigan State Certificate of Need Act. The hospital plans also must meet the requirements of the Joint Commission on Accredita- rion of Hospitals.
