LOS ANGELES (A) - Superior Court Judge Paul Egly rejected
the Los Angeles city board of education's limited integration plan
yesterday, saying it fails to desegregate any school in the na-
tion's second largest school district.
Egly said that the overall plan was hastily conceived and that
no effective in depth study was made of the effect of the plan
upon segregated schools of this district."
HE SAID the current plan failed because "it does not de-
segregate any school in the district" and even if it did "it would
reach so few of the 231 segregated minority schools as to be
wholly ineffective in desegregating this district."
The American Civil Liberties Union, which brought the initial
desegregation suit against the dstrict 14 years ago, said the plan
would not touch 200,000 students in segregated schools, mostly in
the heavily Mexican-American eastern and predominantly black
southern areas.
On a district wide basis, the students are 38 pei: cent Spanish
surnamed, 33 per cent black and 23 per cent white. But the San
Fernando Valley, in the northern part of the district, is predomi-
nantly white, while the southern and eastern parts of the district,
as much as 45 miles away, are black and Mexican-American.
SCHOOLS WHERE enrollment exceeded 80 per cent of one
racial group were deemed segregated under the board plan.
Adopted by the board in March after months of dispute, the
plan had called for voluntary desegregation programs until next
February. Then some fourth, fifth and sixth-graders would have
been sent to integrated "learning centers" for nine-week periods
each year. Bus rides could not exceed 35 minutes.
Length of the bus rides hd been one of the most disputed
issues. The 600,000 students are enrolled in about 600 schools
stretched over 600 square miles.

the increase in measles with
nearly 48,000 cases already re-
ported flor the year, compared
with about 31,000 for the same
period last year.
Hinman said government rec-
ommendations are made by the
Bureau of Biologics of the Food
and Drug Administration on ad-
vice 'from the Advisory Commit-
tee on Immunization- Practices
of the Public Health Service and
the American Committee on
Pediatrics.
HE SAID government officials
will meet soon for "a clarifica-
tion" of the conflict. "We are
going to consider the problem
as it exists," he said.
The disease itself is known to
affect the fetus, Hinman said,
but there is no information to
indicate the vaccine has such an.
effect.
"I do not know of any data to
indicate a risk to a woman who
may become pregnant," he said.
A SPOKESMAN for Merck,
Sharpe and Dohme said the
statement was put into the pack-
age "because of the theortical
risk to the fetus."
The statement in the package

says:
"Do not give Attenuvaux to
pregnant females, the possible
effects-of the vaccine on fetal
development are unknown at
this time. When vaccination of
postpubertal females is under-
taken, pregnancy at the time of
vaccination must be ruled out,
and in addition, the possibility
of pregnancy occurring in the
three months following vaccina-
tion must be eleminated by
medically accepted methods,"
