Security Council urges money, guns for Mozambique Friday, July 1, 197 3 escape Louisville jail UNITED NATIONS, N.Y. /A - The Security Council unani- mously adopted an African-in- itiated resolution yesterday urg- ing aid for Mozambique in de- fending itself against border at- tacks by Rhodesia. The resolution was approved following three days of debate and behind the scenes negotia- tions in which Western dele- gates won key concessions from African delegates. ORIGINALLY, the resolu- tion called for "immediate and substantive practical assist- ance" to shore op Mozam- bique's defenses, but U. S. Am- bassador Andrew Young and other Western diplomats felt this could be interpreted as an invitation to send foreign troops. As finally passed, the resolu- tion calls for "material assist- ance," which a U. S. diplomat said was agreed to mean "mon- ey, schoolbooks, tanks, any- thing but troops." Young told the Security Council before the vote that the United States "deplored" the acts of aggression by Rho- desia, whose white minority government he said was "built on racism and tyrannical rale." M O Z A M B IQ U E charg- ed that Rhodesian forces have made more than 151 raids into itsterritory since the Marxist government of President Sam.- ora Machel closed the border last year. Rhodesia has ack- nowledged some such forays, which it said were for the pur- pose of destroying camps of black Rhodesian guerrillas. The black U. S. ambassador strongly urged the council to back the Mozambican appeal for support in the form of arms and money. LOUISVILLE, Ky. (A )-Three more inmates escaped Wednes- day ftlom the city's new jail. It was the second escape since the new facility opened a week ago. Jail authorities said the in- mates on Wednesday lowered themselves from an upper floor on a rope made of bed sheets. But unlike the earlier incident, the three escapees were recap- tured almost immediately. TWO OF SIX inmates who broke out last Sunday are still at large.
