Matthew McNeely (D-Detroit) recounting his late son's experi- ence with marijuana, the House voted 53-49 to reject the mea- sure. McNeely's son died of an over- dose of heroin over a year ago. His speech seemed to link the use 4 marijuana with harder drugs. "Somewhere, he went wrong. He went wrong because many of us said marijuana was not ad- dictive," McNeely said of his late son Carl. DURING THE speech Fergu- son began sobbing uncontrollab- ly, and had to be helped from the floor. It was after the vote was taken that Ferguson attacked Bullard. "I'm not sure just what did happen," said Ferguson. "He called me a liar and I just saw red, white, and blue, and then I don't know what happened." DURING THE debate on the reconsideration of the proposal Ferguson, who had been very close to McNeely's son-who she claims "died because of mari- juana"-said that she had talked to Wayne County Sheriff William Lucas 'on the telephone Tuesday night after the House had ap- proved the bill liberalizing pos- session penalties. "He said to me, 'What the H are you people doing up there'," recounted Ferguson. " 'How are we going to do about drivers who are drunk on marijuana?' " Bullard contested Ferguslon's statement. "I asked her why she had lied about talking to the sheriff," explained Bullagd. "She claimed in the debate that Lucas had called her. I know the sheriff has not talked to her in two weeks." LUCAS WAS unavailable for comment. However, his personal secretary said she doubted the sheriff had said anything against the proposed legislation. "I know that nothing has been said by this office on either side of the issue," said the secretary. "But what the sheriff does after he leaves this office is his own responsibility." "It's really all so boring by this time," Bullard said last night in a telephone interview. "I am afraid what we're dealing with here is a pretty illiterate bunch . ..
