With three-fourths of the votes counted after Wednesday's bal- loting, Interior Minister Rodolfo Martin Villa estimated Suarez' Union of the Democratic Cen- ter - UDC - would end up with 170 of the 350 seats in the Chamber of Deputies and 106 seats in the 248-seat Senate. That would leave Suarez six votes short of a majority in the lower chamber and 18 short in the Senate. The 44-year-old premier was expected to count on the support of another 41 senators appointed Wednesday by the premier's strongest sup- porter, King Juan Carlos. FINAL OFFICIAL results from the country's first free election in 41 years were not expected until Tuesday. But the unofficial returns raised the possibility of a center-left coalition with the second place Socialist Workers party of Felipo Gonzales, ex- pected to win 115 seats in the lower house and 60 in the Sen- ate. The elections for a Western- style parliament, or Cortes, to replace Franco's appointed, rub- ber-stamp legislature was con- sidered the key of Suarez' 11- month drive to return Spain to democracy. The only major Francoist par- ty in the elections, former In- formation Minister Manuel Fra- ga's Popular Alliance, won 15 lower house seats and was ex- pected to finish with no seats in the Senate. The Communist party won 20 seats in the lower chamber and eight in the Sen- ate, and the moderate Basque National party and Catalan na- tionalists took 10 seats each in the chamber, Martin Villa said.
