BERGER GAYLORD - "The heart of our fiscal problem is that the state appropriation per student to the University of Michigan's three campuses has declined in terms of the buying power of deflated dollars." University Vice President for Academic Affairs Frank Rhodes presented that fact Monday to Regents at their annual retreat at Hidden Valley here. "Using 1467-68 as the baae year," he sad, both general fund and other fund revenues have increased in absolute dol- lars as of 1976-77. However, when we look at deflated dol- lars which have inflationary in- creases factored in, general fund revenues increased only by 30 ~~~ ~ ~~ ~ ~ ~ ~ - ~ ~ - ~~T-- . per cent. Other fund revenues, chiefly from research, decreas- ed by 25 per cent in deflated dollars, even though they in- creased by 30 per cent in ab- solute dollars. "WHAT THE STATE has not given," he stressed, "students have had to contribute" in the form of tuition increases. "Yet the increase in student fee reve- -nue in the past 10 years is gen- erally comparable to the in- crease in the cost of a new car in that time period. "I dont want to imply that we have a desperate situation lit the University," Rhodes atressed. "It's manageable, and we are indeed in far better shape than most other colleges ,nd universities. But to maintain otir present distinction, which is our goal, calls for careful program planning, a carefully formulated enrollment policy, and an improvement in state funding levels."
