It would expire in three years, giving lawmakers the option of reconsidering their action if it proves ineffective. Proposals to raise the drink- ing age languished last year in the state House. Goy. William Milliken has not said whether he favors the proposal, but aides (Continued frornPage 3) advertise and proceed accord- ing to the consensus opinion. Attorney Michael Highfield expressed concern that the law might confuse or even deceive consumers. "MICHIGAN, u n 1 i k e other states, has no basis for certifi- cation of a specialty. There are no tests to take to certify the lawyer is a specialist (in a given field)," he said. Other lawyers, however, wel- come the law as a boon to con- sumers. "It was long overdue," said Eugene Hanlon. "The public has a right to know who they are dealing with." Hanlon said he believed the law would reduce confusion for consumers trying to select law- yers to suit their needs. But will the expanded adver- tising boost lawyers' fees? It probably will, depending on how much the individual lawyer spends to take advantage of the new freedom, according to Hanlon. But he added, "If more clients are absorbed, we might not need to pass the costs on (to the consumer)." aa IHAD CANCER AND IVED. said he is troubled over the ap- parent inconsistency of taking away some rights held by 18- year-olds but letting them re- tain others. Voting against the measure was Sen. Alvin DeGrow (R-Pi- geon), who favored a full return to the 21-year-old drinking age, along with Sens. Basil Brown (D-Highland Park) and David Plawecki (D-Dearborn Heights).
