Dayan new foreign minister

TEL AVIV, Israel (' - Se-
lection of Moshe Dayan as for-
eign minister for a government
led by the Likud bloc set off
a political storm in which one
coalition prospect broke off
talks, another split into two
camps and one bloc leader said,
"There is rebellion in the
.ikd."

rebellion yesterday. State tele-

Begin annoinced he had se-
lected Dayan "to enhance the
diplomatic prestige of Israel."
Davan said he had agreed "in
principle" to serve in the gov-
ernment and would resign from
the Labmr party, under whose
banner he won a seat in the
new parliamenst.
IN NOMINATING Davan,
who has lately been identified
with Labor's right wing, Begin
apparently underestimated the
hostile reaction from those
with whom he must deal.

for Change (DMC), Yigael Ya-
din, who had been holding co-
alition talks with the Likud,
said "This is a very serious
step. The assignment of im-
portant government ministries
most be . . . part of coalition
talks." Htis party won 15 seats
in the 120-member Knesset, or
Parliament, '

sume discussions unless Day-
an's appointment was with-
drawn.
David Glass of the National
Religious Party (NRP), which '
controls 12 seats, said the N RP
sould split evenly on whether
to join a government with Day-
an. A coalition without NRP or
the DMC would be virtually im-
possible.

But Rabbi Alexander Schind
ler, president of the Americati
Union of Hebrew Congregations,
praised the selection as a
"moderating force" in the Li-
kud.
"DAYAN IS very much of a
familiar person," said Schind-
ler, in Israel to brief Likud of-
ficials on American Jewish
opinion. "This brings the gov-
ernment of Begin much closer
to the perception of the Amer-
ican community and therefore
will be welcome."
In their first joint policy state-
ment, Begin and Dayan said
a Likud dominated government
would not extend Israeli law
over the West Bank of the Jor-
dan river or permit unlimited
Jewish settlements there as
long as there was a chance for
