Vance, Gromyko confer

GENEVA, Switzerland (UP) -
Secretary of State Cyrus Vance
and Soviet Foreign Minister An-
drei Gromyko were reported
yesterday to be working on a
compromise formula to break
the deadlock over a new treaty
limiting strategic nuclear wea-
pons.
After more than five hours of
what U. S. officials described
as "intensive" and "good faith"

negotiations, an overnight re-
cess was taken to allow Gro-
myko to contact the Kremlin
for instructions. Vance also was
in touch with President Carter.
ASKED BY reporters how the
talks were going, Gromyko re-
plied in Russian, "It will be-
come clearer today or 'tomor-
row."

compromise formula would
blend U. S. proposals rejected
in March by Soviet leader Leo-
nid Brezhnev with a modified
Soviet proposal.
The formula would impose
some limitations on the Ameri-
can cruise missile while cut-
ting the weapons arsenals of the
two superpowers, the sources
said.It would also impose re-
strictions on where the Rus-
sians could base their advanc-
ed Backfire bomber.
THE TWO superpowers would
also commit themselves to be-
gin a new stage of negotiations
in the near future on further
weapons cutbacks. This step
would be in line with President
Carter's objective of moving
toward eventual disarmament.
The temporary recess was
officially described by a U. S.
spokesperson Hodding Carter as
a "pause intended to give the
parties on both sides time to
reflect further on the exchanges
to date.
The report followed a pessi-
mistic assessment earlier yes-
terday by United Nations Sec-
retary-General Kurt Waldheim
who told reporters that "deep
differences" continued between
the United States and the So-
viet Union in their SALT nego-
tiations. He predicted it' would
take "quite a long time" be-
fore the two superpowers could
reach a new agreement to re-
place the current one, SALT I,
which expires in October.
The two officials, meanwhile,
shifted their attention to the
Middle East where their ex-
pressed hopes for reconvening
a peace conference by the end
of the year were dimmed by
the hard-line Likud bloc's vic-
tory in Tuesday's Israeli elec-
tions.
