He accused Smith of threatening Zambia and launching attacks into Botswana. A MILITARY communique in Salisbury described yesterdays attack as unprovoked and said Rhodesian troops "have not re- taliated." It said the incoming fire landed in open terrain near a police-run Immigration and Customs post overlooking the Zambian border, closed since 1973. Government sources said that Zambian troops have rein- forced the border area since Kaunda made his "state of war" address. The Rhodesian communique said, "At 11:50 this morning, elements of the Zambian Army opened fire without provocation across the Victoria Falls bridge. Automatic weapons and mortars were used in the at- tack which lasted for approxi- mately 25 minutes. There were no casualties. Security forces hose not retaliated." RESIDENTS of Victoria Falls said there was no panic during the attack. Late last year, Zambian-bas- ed gnerrill-s attacked a motel near a military base in the town, killing a white immigra- tion officer and injuring several other persons. In 1973, a Canadian woman was killed by Zambian troops as she was crossing rocks in th river. Another Canadian girl fell into the fast - moving, croc- idile - infested river and, was presumed drowned. Two other Canadians were wounded in that attack. In other incidents, apolice in- spector told reporters yester- day that a guerrilla leader hackd off the heads of a 50- year-old tribesman and his 23- year-old son while other guer- rillas danced and sang at a village i, northeastern Rhode- sia earlier this week. There was no independent confirma- tion of the report. WASHINGTON 0P) - Spoke- persons for the diet soft drink industry and the American Dia- betes Association appealed to the Food and Drug Administra- tion yesterday to withdraw its plans to ban saccharin from food and beverages. Bernard Oser, testifying for the Calorie Control Council, an industry group, said scientific studies showing saccharin caus- es bladder cancer in laboratory rats are inconclusive. The FDA has proposed re- moving saccharin from the food supply in July but allowing its continued sale in powder form as a nonprescription drug. Supporters of the FDA's ac- tion included Ralph Nader's Health Research Group, which said scientific evidence indi- cates saccharin doesn't help people lose weight and may make dieting more difficult. MARCIA FINE of the En- vironmental Defense Fund said the proposed ban doesn't go far enough. She urged the FDA to order a recall of saccharin food products and a stronger warn- ing label on saccharin when it is sold as an over-the-counter drug. But it drew an audience of less than 150 people, with a band- ful of prosaccharin demonstra- tors parading in the hall out- side the Health, Education and Welfare Department auditor- ium. DR. James Martin (R-N.C.), the firIst witness and an early opponent of the ban, told Ken- nedy and an FDA panel, "there is just one significant benefit of saccharin: it helps people stick to their diet." But the former chemistry professor said that benefit out- weighs the risk. I FSACCHARIN does cause cancer, Martin said, "it is so weakly carcinogenic that there is no evidence it has ever caus- ed cancer in a human being." He asked Kennedy to delay im- .posing the ban for at least six to 12 months while Congress considers amending the so-call- ed Delaney Clause that pro- hibits use of any food additive shown to cause cancer in hu- nmans or animals. But Kennedy said the Delan- ey Clause was not a subject forc discussion yesterday because the FDA would have acted l against saccharin anyway on grounds it was unsafe as a foodt additive. Dr. Sidney Wolfe, director of the Nader group, testified that no scientific evidence exists to shows saccharin is important for weight control. "Some diabetes doctors have presented grim testimonials of diabetics' life without sacchar- in," said Wolfe. "These doc- tors have presented absolutely no supportive data for their view." The word "sideburns," used to describe the growth of a man's beard from his ears downward along the 'jawline, came from the name of a U.S. Civil War general, Ambrose Burnside. Bearbaiting, the bloody sport which matched specially trained dogs against a chained bear, was formally outlawed in England in 1835.
