The allocation formula is based 65 per.cent on the actual number of persons without jobs within each state and 35 per cent on the state's rate of un- employment above 6.5 per cent. However, each state will get a minimum of $30 million. The bill had been held up for nearly two months because of a dispute between the House and Senate over an unrelated amendment to the water pollu- tion control act. Sen. Edmund Muskie (D- Maine), wanted to include funds to water pollution control activi- ties but the House- went much further by proposing substan- tial revisions to the act which some critics said would damage the nation's wetlands. A Senate-House conference committee, acting under White House pressure, dropped the controversial amendments in or- der to speed passage of the jobs bill.
