In a 4-2 opinion, the court held that "not every school in a' unitary school system need by integrated," and said it was "favor- ably impressed" by the U.S. Justice Department's argument to that effect at an April 9 hearing on the case. In Charlotte, there were immediate indications that black plain- tiffs in the case might appeal the lower court's decision to the U.S. Supreme Court. THE STOCK MARKET broke out of its steep decline in heavy trading yesterday, scoring its biggest gain ever on the Dow Jones average. The Dow average of 30 industrial stocks soared 32.04 points to 663.20. Analysts said the huge gain could not be attributed to any specific developments: * * * THE LEBANESE GOVERNMENT decided yesterday to curb the operations of Arab guerrillas in southern Lebanon. The government's decision came as an Israeli patrol entered' southern Lebanon for the third straight day of action aimed at pre- venting the guerrillas from staging border raids into Israel. Ministerial sources in Beirut said that from June 15 on the army will be empowered to fire on any Arab guerrilla carrying a weapon in a Lebanese town or city, or caught firing across the Lebanese border into Israel. THE GENERAL ASSEMBLY of the Presbyterian Church yesterday adopted a resolution calling' for an end to American involvenient in Southeast Asia. Because Congress has not declared war on North Vietnam, the resolution called the intervention in Cambodia an "unjustified and dangerous extension of an already illegal, inhumane, and unpopular war." * * U.S. BOMBERS have attacked antiaircraft installations in North Vietnam again, the U.S. Command in Saigon reported yes- terday. The attack, which came on Monday, was the first massive raid over North Vietnamese territory since the raids of May 2 and 3. According to the command, two U.S. fighter bombers struck at gun positions about 100 miles north of the demilitarized zone after North Vietnamese troops fired on an unarmed American reconnaissance Dean Hays to leave 'U' (Continued from Page 1) vocating certain reforms in the governing of the literary college.
