UP) - In the dusty fields of the Salinas Val- ley, a struggle is unfolding be- tween two labor unions. Squaring off are the power- ful Teamsters' Union and the United Farm Workers Organiz- ing Committee (UFWOC), an AFL-CIO affiliate fresh from its victory over table grape grow- ers following a five-year strike and national boycott. UFWOC leader Cesar Chav- field t ez has brought in his top organ- izers, including some who have been with him for the past 10 years, and has set up headquar- ters in a storefront housing the Mexican-American Political As- sociation. WASHINGTON UP)--Selective Service is already drafting men with lottery numbers up to 195, but it now suspects a lower num- ber would have sufficed. If so, Selective Service will have to break one of two prom- ises made to an undetermined number of draft-age men-that they would be selected in the order fixed by the lottery; or that a man missed by the draft in 1970 would not have to face it again. The trouble is that many low- numbered men were not avail- able for the draft when the Pen- tagon wanted them; and the Pentagon could not wait. In a lottery last Dec. 11. all men then between 19 and 26 were assigned numbers from one to 366. President Nixon de- creed that each registrant would receive maximum exposure to the draft only during the first year he was listed as 1-A, drop- ping back into less vulnerable categories if the draft missed him then. But the mixture of draft reg- istrants was not the same in each of the nation's 4,087 local draft boards; some had large numbers of college students due to graduate in mid-year. The administration recognized that forcing each board to meet a proportional monthly quota might cause some boards to call relatively high lottery numbers while others still called low ones. So Selective Service imposed a monthly ceiling on the lottery numbers to be drafted. Boards were told that if they could not meet a quota within the month- ly ceiling,ethey could make it up later. By June, the draft was 10,000 men short of the Pentagon's re- quirements.
